Jeff says this to Whit, who has invited him up to his home after they have not seen each other for years. Jeff and Whit are making small talk and Jeff says this to get the boss man to the point. He knows he's there to do a job for Whit, not for chit chat.
"You pray, Kathie?"
Jeff sees Kathie for the first time after she murdered his partner and ran away, and it's in Whit's home. She's betrayed him, and this statement is Jeff's way of letting her know that even though she thinks she's clean, she's dirtier than anyone he knows.
"Buddy you look like you're in trouble...because you don't act like it."
Petey is a taxi cab driver in San Francisco and a friend of Jeff's. He sees Jeff acting cool and he knows that this is a sign that Jeff is in deep trouble because he hides it whenever he is. The quote is by itself ironic, but it makes sense in context. Since Petey knows Jeff so well, he is able to see under this cloak of lies that he has put on, and knows that, in reality, he did something really bad.
