The ground state electronic configuration of copper is $[Ar]3d^{10}4s^{1}$ and the ground state of Chromium is $[Ar]3d^{5}4s^{1}$.
Although the energy of the 4s orbital is less than the 3d orbital, it is not completely filled. This is due to the fact that fully filled and half-filled orbitals are more stable and possess minimum energy.
