How is “justice” determined in The Visit? Who decides what is just, and how?

Is "justice" a consensus reached by community? Is it a directive laid down by the state, or by the law? Is it informed by religious ethics or philosophy? We see all of these approaches compromised and corrupted by Claire’s wealth. Ultimately, Claire decides what justice is, because she can afford to. Within the text of The Visit, the powerless have no justice. Justice is only for those who can afford to buy it, just as Ill did in the long-ago paternity suit in which he paid off the two false witnesses and condemned Claire to exile.
