First we calculate the rate of mass that need to be transport: $m=\rho*Q=(1000\frac{kg}{m^3}*\frac{1m^3}{1000L})*(50\frac{L}{s})=50\frac{kg}{s}$ The power of the pump needed is the one to rise the water (Potential energy): $W=mgh=50kg*9.81\frac{m}{s^2}*30m=14.72kW$ As you can see this power is much greater thant $2kW$, then the claim is not reasonable.
