$\overrightarrow{AB}$ and $\overrightarrow{PQ}$ are parallel. They point in opposite directions.

$$\overrightarrow{AB}=B-A=(-6,3)-(2,2)=(-8,1),$$ $$\overrightarrow{PQ}=Q-P=(17,4)-(9,5)=(8,-1).$$ Hence, $\overrightarrow{AB}$ and $\overrightarrow{PQ}$ are parallel. They point in opposite directions.
