$\overrightarrow{AB}$ and $\overrightarrow{PQ}$ are parallel. They point in the same direction.

$$\overrightarrow{AB}=B-A=(3, 4)-(1,1)=(2,3),$$ $$\overrightarrow{PQ}=Q-P=(7,10)-(1,1)=(6,9).$$ We see that the two results are multiples of each other (times 3). Hence, $\overrightarrow{AB}$ and $\overrightarrow{PQ}$ are parallel. They point in the same direction.
