$\overrightarrow{AB}$ and $\overrightarrow{PQ}$ are not parallel.

$$\overrightarrow{AB}=B-A=(0,0)-(-3,2)=(3,-2),$$ $$\overrightarrow{PQ}=Q-P=(3,2)-(0,0)=(3,2).$$ Hence, $\overrightarrow{AB}$ and $\overrightarrow{PQ}$ are not parallel (they are not multiples of each other).
