    How does Adams make fun of bureaucracy in this section?

    In telling the story first of Arthur's house being demolished and then of the Earth being destroyed, Adams satirizes bureaucracy. Mr. Prosser tells Arthur he could have complained about the bypass plans at the appropriate time; they've been available in the planning office for nine months. But Arthur only just found out about their existence, and when he tried to go find them, he had to go into an unused bathroom in the cellar, where the plans were at the bottom of a locked filing cabinet.
