Reef Kennedy
This protagonist is defined by his moral ambiguity. On the one hand, he's a young guy, and it's sometimes hard to remember that each action has untold consequences. But, on the other hand, he chose to "throw the first stone," which means that his anger was judgmental and vindictive. By the end of the novel, he will have to adjust his sense of justice, because he is on the path that leads to becoming a villain.
Jink and Bigger
This pair of friends are Reef's best friends. They spend their days together commiserating about life's various forms of unfairness. They're angry, disenfranchised, and most of all they are disappointed that their favorite place to hang out is being destroyed.
Leeza Hemming
Reef makes new friends in his community service mandate. He serves at a rehab home as a helping hand, which puts him into the company of this new young girl, Leeza Hemming, who is in rehab for injuries sustained during a car accident. We learn later that the car accident is the very one that Reef causes by throwing rocks.
