Why are the kids send away to the camps and treated badly, instead of saved?

The children that survived the IAAN disease were left with powers. The government wanted to have control over the kids, and therefore started a propaganda campaign showing the camps as nice homes where the children learned to control their powers. In reality, the government didn't like that they didn't have total control over the children, and therefore killed the strongest, and otherwise treated the children badly.

Why did Ruby erase Liam's memory of her?

Ruby knew that she had to leave. Liam, her loyal boyfriend, would not have let her leave without him helping her. Because Ruby loved Liam, she didn't want him to be hurt or put in danger because of her. Therefore, she decided that she would remove all his memory of her, so she could leave in peace, without him making any rash decisions because of his feelings for her.

How does Ruby know that she is an Orange?

Ruby knows that she is an Orange because she accidentally removed her parents memories of her when she was sick. When she was taken to camp, she influenced the person that was interviewing her to think that she was a Green, because she noticed how bad the children with the strongest powers were treated.
