If a fully-loaded drawer of an unsecured file cabinet is opened, the CG of the cabinet + drawers can be shifted beyond the footprint of the cabinet. If this happens, the gravitational torque tips the cabinet.
Heavy top drawers are especially dangerous because they raise the CG, making it more likely that the CG shifts outside the support base.
