The heavier tennis ball will strike the ground first.
This idea is shown in Figure 4.15 and the discussion on page 66, where in the presence of air resistance, the heavier parachutist drops faster than the lighter one.
The air resistance on the heavier tennis ball is greater than the air resistance that acts on the other ball because it falls faster. Air resistance, being a fluid friction force, increases with speed (page 60).
