Structure:

For a variety of reasons, including a dramatic rise in literacy and relatively high taxation, local newspapers saw an increase in popularity in 19th-century England. Given the slow speed at which news traveled and the fairly small sphere in which most people's lives operated back then, local stories that we would consider to be trivial nowadays were front page headlines 150 years ago.
