How does the other men's response to Blunt's plan change your perceptions of his actions in the previous act, if at all?
This scene shows that Blunt's desire to seek revenge on all women is not an outlier's desire, but one that all the men—with the possible exception of Belvile—can get behind if it's not a woman they know personally. Pedro is inches from raping his own sister without considering it. It now seems clear that Frederick was in fact eager to get in on the plan. Behn is not portraying Blunt as unique in his sexism and amorality. He's part of a group of men who all think about women in similar, objectifying, cruel ways.
