Examine how Katniss & Rue's unusual alliance might have an impact on Panem audiences.

Structure:

One of the ways in which the Capitol prevents rebellion is by keeping the Districts extremely isolated from each other. People from different Districts almost never interact with each other, except, fittingly, as doomed tributes competing in the Hunger Games.
