The Patrician of Ankh-Morpork
The Patrician of Ankh-Moroprk stops Rincewind from running away with Twoflower's money. This is because it is in the best interests of the Patrician for Twoflower to be defended, as it otherwise might create animosity between the Agatean Empire and Ankh-Morpork.
