If several resistors are connected in series the Joule heating for them depends on their resistances. If $I$ is the current flowing through the resistors, then Joule heating for i-th resistor will be $I^{2}R_{i}$. Thus in order to have same Joule heating for all $R_{i}$ must be equal.
