When an abundance of nitrogen oxides is present in the atmosphere, with very little VOCs present, nitrogen dioxide split to form nitrogen oxide and a free oxygen atom. in the presence of energy inputs from sunlight, this free oxygen atom combines with diatomic oxygen to form ozone. Because VOCs have formed a strong bond with nitrogen oxide, nitrogen oxide is no longer able to combine with ozone, and therefore it forms a great amount of photochemical fogs.
