Hydrogen bonds form only between adenine and thymine and between cytosine and guanine at the center of the molecule of DNA. This process is called base pairing. This base pairing process supports Chargaff's observations. The forces between the two strands have to be weak because the strands have to be separated rather easily in order for DNA replication to be able to take place.
