a) The tallest height is $8$ feet $11$ inches. converting to inches, $$\text{height} = 8\cdot 12 + 11 = 107\text{ inches}.$$ Since all height has been less than this, the inequality would be $$ x \leq 107.$$ b) The solution for the equation in part a) is all values less than or equal to $107$ inches. $9$ feet is $9\cdot 12=108$ inches, which is greater than $107$, hence it is not a solution of the inequality.
