While Evariste and his mother believes that there is no more money in France, Rochemaure knows because of her connections that in fact, the money is still in France, however, people like her and her friends have taken it, hidden it, and made it inaccessible to common citizens.

He also expresses his animosity with those outside the Republic, who he thinks are one of the main causes that the Republic is in such a bad condition now.
