The G.I Bill
The G.I Bill was a law created in 1944, that promised to help soldiers returning from the war. As Rothstein points out, African Americans were excluded from the help this provided, making it a symbol of De Jure segregation.
Richmond
The city of Richmond in California is known for its shipbuilding industry. In one yard, they built good housing for white workers and inferior housing for black workers. As such, this is another symbol of racism in the 20th century, and how de facto change was not a reality.
