The narrator is talking about the boys who died in an accident while driving in a rush. The prayers are for them and their blood was spread all over the road.

Here the narrator is the poet himself. He minutely observes the scene of the accident and his unaware uncle dancing. This view of street life is the result of poet's own observation while living in London's Brixton neighborhood.

The uncle of narrator who danced at an unknown wedding just as his daughter is getting married, unaware of the happenings and accidents.
