We must find the density of the drum: $\rho =\frac{m}{V}= \frac{16}{.23} = 69.6$ With water in it, the overall density will be above that of water, so it will sink. However, with gasoline in it, the density will be: $ 69.6+860=929.6$. This is less than the density of water, so it will float when filled with gasoline.
