Newton's third law says that if a person on the raft walks away, the raft will in turn move toward the pier. So after walking the length of the raft, it can be possible for the person with the hook on the pier to grab the raft and reel it in. Without the person on the pier to hold the raft this technique will be useless, since the raft will move back away.
