To understand this question, one must know what a substance is. The definition for such can be found at chapter 3.1 Classification of Matter (pages 63-64), then we need to know what are mixtures. A mixture is a system composed of 2 or more substances, they can be classified as heterogeneous or homogeneous. A homogeneous mixture has only one "phase", whereas, a heterogeneous mixture has two or more "phases". A phase is a portion that has a uniform visual aspect. In more practical terms we can see in the question that the Chocolate-chip ice cream classifies it self as a heterogeneous mixture, because we can see the two phases, the first one being the chocolate chips (solid phase) and the ice cream being the liquid phase. The gasoline is classified as a homogeneous mixture, because we can only see one phase (the liquid phase).
