Recall that water is a highly polar molecule, in which the oxygen pulls the shared electrons more strongly, so it is slightly negative. This leaves the hydrogen atoms to be slightly positive. The attraction between the slightly negative oxygen atoms and the slightly positive hydrogen atoms is known as hydrogen bonding.
