In a static equilibrium, there is no change in the system. All phases are static. At the same time, in a dynamic equilibrium, there is some movement on the system, but the net change is zero. A chemical equilibrium represents the dynamic equilibrium, since there is a rate of production of products and reactants, but they are exactly the same, so there is no net change.
