The reason that the respiratory surfaces have to be kept moist is because they don't function properly if they are dry. This was an obstacle for organisms to transition to living on land because they had to find a way to keep their respiratory surfaces moist in a dry environment whereas those organisms living in water do not have this problem because they are in a wet environment already and their respiratory surfaces are bathed in water.
