If the antibiotic binds an enzyme, that enzyme’s active sites aren't available to bind to substrates (the ingredients for a reaction). Normally the enzyme would facilitate a rapid reaction, but without the enzyme's "speeding-up" effect, these reactions happen only slowly - or not at all.
