The topmost layer of skin is the stratum corneum whose cells are tightly connected to each other by desmosomes, which keeps them connected evern after the skin is sunburned. The cells of stratum corneum detaches from the inner part but remain connected to themselves by desmosomes. Hence the skin peels off rather than individual cells falling apart.
