Recall that the measure of an inscribed angle is always equal to half of the angle of the arc that it intersects. Angle ABC and AOC are both inscribed angles, and they both correspond to the same arc, AC. Thus, they both have half of the value of the angle measure of arc AC. Thus, by substitution, these two angles are congruent.
