How does the Flood change the character of mankind's relationship with God?
As Michael describes it, the Flood essentially "resets" the relationship between mankind and God. By way of the Flood, God is able to try to set humanity once again on a more virtuous path; meanwhile, human beings have yet another chance to prove themselves righteous in His eyes.
