    How is the broken window theory supposed to reduce crime? How was this theory implemented in New York City in the 1990s under Mayor Rudolph Giuliani and Police Commissioner Bill Bratton?

    The broken window theory argues that if the broken windows of a building are not repaired, it sends a signal that it’s ok to break more windows. In other words, small crimes, if not punished, can lead to more serious crimes. New York City police implemented this theory in the 1990s by cracking down on small crimes like aggressive panhandling, public urination, and turnstile jumping. This, according to Giuliani and Bratton, was like cutting off the oxygen supply for potential criminals.
