What decisions does the decision does the head chieftain make on the boys vision?

The tribal chieftain shares a story with Santiago regarding his tribe's tradition. The tradition states that the oases exist as neutral ground, and as such, are safe from attack. He assures Santiago, however, that the the tribe listens to the omens of the desert, and because of this, they will break their commitment of carrying weapons and stay alert to the danger of enemies.
