Tally didn't have opportunites to volunteer, thus, she had no idea what it meant. When she learns that it means you have the opporunity to pick your own job, she notes that she'd heard they have "volunteers" in other cities. From this, we can infer that young people in Tally's community simply did what they were told.... they didn't have choices.
