where is cole being sent and why is he being sent there?

Cole is being sent to an uninhabited island off the coast of Alaska. He is being sent there as a sort of penance for beating the tar out of a boy named Peter. Cole's punishment is part of a native Indian Circle Justice program instead of jail time.
