Two people are missing from Cole's circle when he returns who are they why are they missing

Cole's dad, Peter and Peter's parents were missing from the Circle this time around. I could surmise that Peter and his Parent's simply do not want to go through this ordeal a second time. Cole's dad is now on charges of child abuse and is pretty much estranged from is son and his wife.
