Why is "It was the coldest winter since 1883." relevant with repsect to the theme or symbolism in this book?

Tom Robinson's defense by Atticus begins to draw attention. Neighbors purposefully antagonize neighbors.... the "cold" doesn't just refer to the weather, it also refers to the cold and hardness in the heart of the community.
