What does Heck Tate’s statement that “I’m not a very good man, sir, but I am sheriff” reveal about his character?

I think it says that Heck Tate is a humble man. He knows Atticus is usually right but, on this occasion, he thinks the rules need to be bent to protect Boo Radley. He understands what people in this town would do if they found out that Boo Radley was made out to be a hero.
