Heck Tate makes the decision to allow people to think Bob Ewell fell on his own knife. This leaves Boo out of the limelight and will allow him to live quietly, although he was the one to save the children. To put him on display would have been like killing a mockingbird.... as the only thing he was guilty of was saving two lives.
