Scout and Jem plan to leave the note in the knot hole where they found the gifts. Nathan Radley, Boo’s brother, fills the hole with cement thus preventing the note from being found by Boo. I think Nathan wanted to keep Boo isolated just as Boo's father did. The Radley's were paranoid of others. Nathan Radley did not want Boo making social connections with the community.
