Scout is illustrating how Maycomb feels past its prime. It is old and has old Southern ideas. There is a sense of unkempt decay to it.

There is also irony to how the courthouse is sagging. You would expect the courthouse in the middle of the the town to be the best part of the town and how it should be standing upright and beautiful. A courthouse symbolizes justice and equality, where everyone gets a fair trial. Hoewever, Maycomb's courhouse is sagging, which represents the Injustice that occurs in Maycomb.
