Why did J. compare Uncle Podger with Harris?

J. compared the two because like his uncle, Harris was also well know for saying he'd do something, only to pass the completion of the project onto others.

That’s Harris all over — so ready to take the burden of everything himself, and put it on the backs of other people. He always reminds me of my poor Uncle Podger.
