The landlord was the greatest liar. Elucidiate

I'm not sure what chapter this question pertains to, but my best guess would be the landlord with the crazy dog. He told people the dog wasn't his and had simply attached itself to him....... I think he was just trying to get out of excusing its bad behavior and lookibg bad.
