By "half-baked," Ashok means that he and many others in his country have only been half-educated. Their given a few years of learning, just enough to spark their curiosity and desire to learn, and then they're told they won't be taught anything else. It's like a "half-baked" meal...... cooked on the outside and frozen on the inside.
