What is the point of Camus' including a chapter of this sort- one in which we are introduced to several of Meursault's friends and aquaintances?

In this chapter, we not only meet Meusault's friends and acquaintances, we also find out more about Meursault. Through his interactions with his friends, we learn that Meursault is impetuous..... spontaneous..... doing things without thought.
