The pale man calls them fools because they destroy everything with bombs when they could be destroying their enemies with sickness, thus, preserving all else.
The bacteriologist says that he is obliged to keep the viruses or disease in his home...... to keep them safe.
"But he is quite safe here, you know--quite safe."
