Why didn't Ruth let Jan have shoes?

Shoes are not mentioned in either Chapter Ten or Eleven. There are, however, mentioned in Chapter Twelve, when Jan asks if he can have Edek's shoes after his death.... Ruth's response, "He's not going to die."
