After Rameck learned that the officer refused to drop the charges against him, the prosecuting attorney noted the officer reason might be linked to Rameck's complaint.

The officer had refused to drop the charges. The prosecutor suspected that the reason was because I had filed a complaint against the officer. The complaint had been reviewed and resolved in his favor, but it still went in his personnel file as a complaint.
